Outside Light Malfunction?

I have two floodlights outside my front door, and a while back had someone install a battery-powered motion detector. The switch for lighting is just inside the front door about two feet directly above a two-pole outlet.The wall switch, by the way, has a tiny on/off switch built into it, above which is a push dimmer. The problem is, when I turn the switch on and press the dimmer, the two lights outside don’t come on, but instead blink constantly. The outlet below the switch does not work when I plug anything into it, but there appears to be juice going into it, as is evidenced by the fact that I got shocked when I went to check the connection. Does any of this make sense to anyone? Any help would certainly make my month! Thanks!

i read your problem twice.
first take the dimmer switch out of the wall and disconnec the wires
now you should have nutting fancy , take the two wires and nut them together, check your light and plugs
why a battery pwoered motion detector???
try wat i just said i thik it will work normal
